Governance first, regulators second | 13 September

Most thoughtful board members would agree that it is folly to shape your governance arrangements around regulator requirements. Good governance is derived from tried-and-tested principles which each board needs to apply in terms of what they are trying to do (their strategy) and the context they find themselves in. If this is done properly, the regulator requirements should be handsomely met—as if that were a byproduct.

At this month's NHS NED webinar we will hear a short case study about two trusts that have been yoked together, with the boards joined into a single form using a pragmatic, locally-driven approach. They learned from other such arrangements—rather than copying them—and have found a way that works for them.

The webinar will explore how in an NHS setting local organisations can find the governance approach that makes sense for them and at the same time satisfy CQC and other regulators by applying the principles of good governance.

Phil Berrington is vice-chair of both Isle of Wight NHS Trust (IWT) and Portsmouth Hospitals University Trust (PHU).

He joined IWT in 2019 as chair of audit not long after the trust had been rated inadequate by CQC and then placed in quality and financial special measures. He was involved in developing the trust’s initial strategy, Great People, Great Place, in 2020 and led the refresh of the trust strategy in 2022.

The evolution of these activities has resulted in stronger partnership working with mainland partners and significant change for the IWT, including the separation of community and mental health services, and the formation of a group between PHU and IWT for acute services with the island retaining responsibility for delivering ambulance services.

Phil continues to support the single executive team, and the trust leadership teams, achieve the anticipated benefits for patients, staff, and the communities. Phil is a member of the board in common and chairs the finance & infrastructure committee in common.
