GGI Breakfast Webinar - The New NHS: ICS Series | 16 February 2022 | Zoom Conference Call

Last year the Good Governance Institute ran a series of events about future ICS and systems work, and developed a number of briefings. There has been a real appetite and requests for further breakfast meetings to be held on the subject matter. Therefore, we are working on a further series of events and topics that we will host over the coming months.

The second in this year’s series we will focus on a case study ‘Surrey Heartlands: An established ICS adapting to change'. We will explore the distinct function between an ICB and an ICP and sustaining and maintaining momentum as timelines change.

The session will be chaired by Lena Samuels, Chair and ICB Chair designate, Hampshire and Isle of Wight ICS. We will be joined by Tim Oliver, Chair of Surrey Heartlands Health and Care Partnership ICS and Ian Smith Chair-designate at Surrey Heartlands Health and Care Partnership ICS.

The format of the meeting is input from our guest speakers on their own thoughts and experience, then it will open up to the attendees for a facilitated open discussion encouraging comments, questions and answers.


Lena Samuels, Chair and ICB Chair designate, Hampshire and Isle of Wight ICS


Born and educated in London, in addition to being the Chair Designate of the Hampshire and the IOW ICS, she also chairs South Central Ambulance Service NHS Foundation Trust where she is also the well-being guardian, the South East Regional People Board, and the Council of the Association of Ambulance Chief Executives.

Lena was previously a non-executive director with University Hospital Southampton and an associate non-executive director with IOW NHS Trust. She was a Lay Advisor with Wessex Deanery undertaking GP recruitment and the assessment of post-graduate doctors in rotation, as well as being a member of the school boards of surgery and emergency medicine.

Lena started her career as a lecturer in further and higher education and managed a training centre in London for young people at risk of exclusion. She currently runs a company which has provided communications and training in leadership and human rights on behalf of organisations such as the British High Commission, the National Crime Agency, CORAM, Bramshill Policing Advisers, UNICEF and UN Women. She is an Independent Governor and the Chair Designate of London Metropolitan University and a Deputy Lieutenant for Hampshire.

Cllr Tim Oliver, Chair-designate of Surrey Heartlands ICP

Tim is the leader of Surrey County Council and currently Chair of the Surrey Heartlands System Board. As Leader of Surrey County Council, a key partner within our Integrated Care System, he has helped set the organisation on a journey of transformation and championed a bold ‘Vision for 2030’ for Surrey and its residents, to make sure everyone in the community is supported, allowed to thrive and to make sure no one is left behind.
Tim has held non-executive roles on a wide range of company boards as well not-for-profit boards in charities, education and in local government. Tim is actively involved in the Charity sector as Vice President and previous Chairman of Shooting Star Children’s Hospices, Chairman of trustees Working Families and trustee of the Weybridge Charity. He also Chairs Esher Sixth Form College.

Ian Smith Chair-designate at Surrey Heartlands ICB

Ian will take up the post of Chair-designate of the Surrey Heartlands NHS Integrated Care Board from April 2022. With a career spanning healthcare, publishing, construction, strategy consulting and logistics, Ian has over 40 years’ experience leading highly complex multinational companies including a number of chief executive roles.

Previously Executive Chairman of Four Seasons Health Care and Chief Executive of the General Healthcare Group, he has an in-depth knowledge of the healthcare system and patient needs, particularly in terms of acute, psychiatric and elderly care. Ian was also Chair of King’s College Hospital NHS Foundation Trust from 2017 – 2019 and is currently a Non-executive Director at the Ministry of Defence.
