About the event

The procurement and purchasing of the right services for UK citizens both locally and nationally is core to the success of the future of the NHS and its partners. By procuring in a thoughtful and integrated way, all organisations aligned with the new ICSs can have a positive and lasting impact on society.

We will be joined by Michael Pace, Managing Director of London Procurement Partnership, for the launch of a new white paper by Optima and GGI, exploring the future of NHS procurement. The meeting will be chaired by Stephen McCulloch, Director of Engagement and Corporate Affairs at GGI.

The whitepaper explores and looks to solve key issues regarding procurement within ICSs, with a focus on MSK and other pathways that link primary, secondary and specialist care, alongside key public health partnerships. It also outlines key opportunities for Integrated Care Boards (ICBs) which haven’t existed in previous NHS set-ups, including:

  • There is an opportunity for ICSs to reconsider where services are delivered for patients. Working across the system, procuring ‘traditional’ MSK services in primary care instead of secondary care could reduce waiting times and improve patient pathways.
  • Digital systems offer a solution. ICS procurement should consider how digital products could save time for both patients and clinicians – by reducing travel time to appointments and increasing opportunities for digital triage and treatment.
  • Non-NHS providers, such as local authorities, have a wealth of experience in buying and delivering services for local populations. This expertise should be harnessed and utilised in all planning and decision-making.
  • Social value has been set as one of the core ICS and ICB partnership rules in the legislation. This is an opportunity for purchasers and sellers of services to reconsider whether what is being delivered provides social value at the level it should, to do the best for society and local communities while continuing to support the healthcare needs of the population.

Michael Pace, Managing Director at NHS London Procurement Partnership

Michael has more than 30 years’ senior procurement experience across the UK and North America, in the NHS, retail and manufacturing sectors, with a focus on leading innovative procurement programmes.

Currently Managing Director at NHS London Procurement Partnership, Michael previously spent six years with Trading Partners, the e-auction specialists who operated out of offices in London and Chicago. Following this, his NHS procurement experience has been extensive, with four years as Head of Procurement at Great Ormond Street and eCommerce work at the NHS Purchasing and Supply Agency.

Michael was NHS LPP’s Commercial and Business Development Director between October 2011 and November 2012, before returning temporarily to the private sector to provide consultancy advice, leading and overseeing a doubling of e-auctions for ASDA as one of his many successful projects. Seeing the move towards greater cross system working in the health service, Michael returned to the NHS in 2015, bringing with him his passion for collaboration and innovation between national and local networks.

Over the last three years at NHS LPP, Michael and his team have continued to work hard to support members to respond innovatively to the opportunities and challenges of the changing procurement landscape. NHS LPP has been a solution provider for the NHS in London and, as an organisation, is aiming to be a trusted advisor over the coming years.

Michael is passionate about working closely with colleagues in London on building a one workforce approach and promote collaboration between organisations, so that talent in the NHS can be utilised to support wherever it is needed across the capital.

As a champion for learning and development, Michael is working as one of the learning and development leads for Health Care Supply Association (HCSA), as well as supporting the Procurement Skilled Development Network (PSDN) network across London and further afield to help guide the next generation of procurement professionals.

Stephen McCulloch, Director of Engagement and Corporate Affairs at Good Governance Institute

Stephen joined GGI in July 2020 and is GGI’s Communications Director. Prior to joining GGI he led a diverse range of regulatory and health engagement and communications teams for over a decade.

During his time at GGI he has worked with public, third sector and private clients on a broad range of projects. This has included stakeholder deep-dives and recommendations for new approaches, large creative internal communications change projects and training programmes for large NHS organisations.

At GGI he has led the communications team to the development of a brand new website, alongside a plethora of free events and thought leadership publications about good governance.

Prior to GGI his work with Ofwat, the water regulator, included leading the corporate communications team to develop national stakeholder engagement and influence campaigns alongside media and events. He led the stakeholder relationship programme for the development of a pivotal new strategy for the sector, which included working with water companies to better integrate with their communities and cross-sector local organisations to become true anchor organisations. For this programme of work Stephen developed and delivered a central digital hub for citizens and water companies to share their stories and learning with others.

He has also led communications teams for major London acute, mental health and specialist hospitals as well as leading CCG campaigns for community engagement across south London. This has included managing and designing community networks to encourage collaborative working both face-to-face and on digital platforms. He also led the rebrand of three major acute hospitals during a merge across several diverse north London boroughs.

Stephen has also led multi-disciplinary teams to integrate health messages across a complex and diverse range of audiences. Developing and delivery a series of face-to-face and digital events for a complex network of NHS anchor institutions and clinical commissioning groups, which saw an increase in the understanding of health messages across south London.
